Well I am able to use b25 right now but not b28. In any case filed an issue https://glassfish.dev.java.net/issues/show_bug.cgi?id=6487 to track the same.

Seen something like this as of today, as well, but as my updatecenter worked
in b28 after installing it some days ago, I considered it indeed to be a
temporary error (server down? misconfiguration? ...?) which will be
eventually fixed sooner or later...
