Then, for an user without developer or administrator role, how he/she
uploads sample/test app?

In reality, more good doing should be the following(my thinking)

1. open a ftp for uploading sample/test apps and user can tell concrete
posisition in issue.
2. developer obtains these apps and sees whether being reasonable as the
issue's attachement. If being reasonable, developer or administrator can
upload these sample apps. Otherwise, deleting these app from ftp.

Thus, similar to two phrase committing, :)
