Yeah it has to be Developer or Administrator role.

The issues with attachments to java.net JIRA reports have finally been
resolved and it is now possible to include attachments. One restriction
remaining is, attachment upload is only possible for project users with
Developer and Administrator roles. Furthermore, attachments are all
passed through a virus scanner on upload so it may take longer than it
used to, to upload them.
