Ok, bad news:
I checked out 41838 and tested it and it worked just fine. (Unlike the promoted build based on same.)
I tried b25 again and it's still failing. What's really weird is that the failure in GMS upgrade looks like something that hasn't been touched since August. I can't tell immediately why the applications are no longer deployed -- they're listed in the configs for the instances.
Can we do another promotion so I can try it again? I'm hoping there's just something weird with b25, and if b25++ works then I don't have to figure out what this weirdness is. Until then, QA can't test upgrade.
