Hi, Bill
     I am adding Adam who reported the issue to provide more details on
the incorrect NetBeans packaging.

     Yes, adding this property through the sun-application.xml should be
doable for this release. I was more interested to hear people's thoughts
on what should be the default behavior for v3.
