Subversion expertise needed?

On UNIX you can check files into subversion that have filenames that are
illegal in Windows.
If you try to do ANYTHING in Windows with subversion in a directory
above those "bad" files -- svn fails.

It seems to me that we need some sort of flag set in subversion where
you are not allowed to add any files with names that are illegal in any
supported platform.
Is there a way to do that?
