I have filed the following issue :

To avoid delays, please do the following so that it does not have to
depend on any one person's availability to report these issues to
CollabNet.
Here's a process described by Eric Renaud from CollabNet to report
problems such as outages (partial or full ).
I'd request to follow this process and the first one to see the issue
should file an issue as described below. Once filed, please share the
issue number on this list so that multiple people dont file issues.
This will help alleviate delays in getting these issues reported and
addressed

While we will all monitor the list, sending issues to the communityleads
alias will not guarantee response.
Filing issues in the java-net Issue Tracker will guarantee response.
