The current template has the follow entries:

          <network-listener port="8181" enabled="false"
protocol="http-listener-2" transport="tcp" name="http-listener-2"
thread-pool="http-thread-pool"></network-listener>

and
          <protocol security-enabled="true" name="http-listener-2">
            <http default-virtual-server="server" max-connections="250"
server-name="">
              <file-cache enabled="false"></file-cache>
            </http>
            <ssl ssl3-enabled="false" cert-nickname="s1as"></ssl>
          </protocol>

The listener itself is defaulted to disabled while the security for that
listener is defaulted to enabled. To turn on http-listener-2, you only
need to set enabled="true" on the listener itself.
