[action] pom addition request - new appclient submodule to build appserv-rt.jar pointing to gf-client.jar

This new pom creates a nearly-empty appserv-rt.jar (to be stored in
${installdir}/lib) for backward compatibility for Java SE clients that
add the v2 appserv-rt.jar to the runtime classpath.
