Unfortunately, I can't find anything written on this...
Given that you were able to bootstrap updatetool packages in the first
place, I think you might be able to get basic UC functionality working
on that system if you use UC section in GlassFish admin console instead
of updatetool.exe client. It seems that the issue affects only python
based client and not Java based implementation...
I'll forward this to UC dev team and they might ask some questions about
your system...
