Thanks again for the pointer in the right direction. I got it working with:
<Include-Resource>META-INF/inhabitants/default=target/classes/META-INF/inhabitants/default,{maven-resources}</Include-Resource>
The {maven-resources} is required in order to preserve the default
resources that maven generates and includes. The "target/classes" on
the 2nd path is required in order for Include-Resources to find the file
(the first path is the destination path in the jar file).
