Sahoo,

Even after logging on, we don't have the permission to change the
'Assigned To' field. The Edit field is also disabled. If we check the
permissions option, it gives only the following permissions

1. Attach files
2. Query issues
3. Submit bug.

You need to login using your java.net id first. After that, when you
open the issue, you can see the "assigned To" field.
