Thanks Tim. The pom.xml hack sounds like a good idea until the issue is
resolved.

Some updates I got regarding download server -
"The system is currently up and running in a temporary location, a
restoration from back-up was performed. However, a significant number
of current files are missing from that restoration. Work is currently
being done by the DLC service team to locate and restore those missing
files.
Be aware that downloads from download.java.net should not be considered
current."
