I am unable to proceed. ibiblio.org is too flaky.
FIXES NEEDED:
1. bootstrap-all must ABORT if it can't download something. It
currently proceeds, and it's easy to miss the error. Downstream
problems then become very confusing.
2. We should not use flaky servers. This has been a problem on
multiple occassions in the past.
