Bugs are worth a news, so let's make them news. In fact I believe that's
the primary source of news for mature projects like Glassfish.
I updated the guideline to include the 'noteworthy' tag that should help
people find 'gems'.
I'll improve cvs-news to retrieve bug information and show news
accordingly, as well as adding a smart link.
