In most cases, we don't need to go out to internet to retrieve these
dtds. Our local entity resolver will resolve the dtd location to the
local repository: AS_INSTALL/lib/dtds if the DOCTYPE is declared correctly.
I will reply to the thread asking the user to double check the
DOCTYPE. In the meantime, those dtds should be placed under
http://www.sun.com/software/dtd/appserver/ and I will file a doc bug for
this.
