Re: schema validation?

I am not advocating changing the default for "enableTldValidation"
which should still be false. I am just saying IF the user
wants validation, then its best to do it at deploy time, instead
of relying on JSPC.

And speaking of TLD scanning. Right now in appserver, TLDs and
web.xml are scanned independently by the deployer, servlet
container, and JSP container. Think we can have a common utility
for scanning and caching these xml files?
