Traditionally we wrote an umbrella one-pager for infrastructure work.
How about we accommodate smaller features there? The umbrella one-pager
may refer to these other sub one-pagers with a summary.

    * Dynamic “self-administering” clusters (Tom) *ONE-PAGER*
    * * Progress status (issue 12032, 12033, see JSR-88)
      (Chris) *ONE-PAGER**
    * SSH improvements for Windows (work w/o cygwin, MKS) (issue 16248)
