In a Enterprise system with multiple instances, you should not look at DAS as "owning" those instances.  It doesn't own them.  It is a glorified Bookkeeper/Reporter  etc.  It is critical that the instances can run perfectly with no DAS running, so we don't want to tie their lifecycles together.

So when you say start-domain you really mean "start-domain-administration-server" but that's way too much typing.

Possible, but there was no such command in earlier versions that supported clusters.

No.  The "domain" in the stop-domain and start-domain commands is the DAS and only the DAS.  

Will there be a command that starts just the DAS without starting the clusters?
That would be start-domain. :-)
