Because Oracle ADF Business Components provides only business services, not a user interface, it is not possible to run business components without a user interface.
JDeveloper includes the Oracle Business Component Browser, a user interface that you can use to test your business components. The browser is a thin Java client that allows you to test the functionality of your business components.

You can test application modules running in any configuration, including both local/web tier mode and, using JDeveloper's embedded server, remote deployment mode. You can also test remotely deployed application modules running on external servers.
