Because Oracle ADF Business Components provides only a model, not a user interface, it is not possible to run business components without a user interface. JDeveloper includes the Oracle Business Component Browser, a user interface that you can use to test your business components. You can use the Business Component Browser in two ways:

To test a Oracle ADF Business Components package:
You must test from some application module. However, the contents and location of the application module are unimportant. You can create an empty application module, or an application module in a different project.
