Are you following the instructions in the following wiki?

What version of netbeans are you using? Did you check out the latest
version of the woodstock src tree? Recently there were problems around
building and generating the woodstock nbm for VWP. Things apparently
work now with the latest Netbeans 6 (nightly builds) and the latest
woodstock src.
