You will need to build from source:

svn checkout https://svn.java.net/svn/wadl~svn wadl --username yourid
where yourid is your java.net user id.

Go to the project root directory and build the project:

$ cd wadl
$ mvn package

The automated build that built the binary distro was broken when the project moved from CollabNet and I no longer have access to the build server.
