When I tested your scenario in (shoal 1.1 10212008), I couldn't reproduce it.
At this case, some members could receive duplicated join notification(But I think this will be fixed).
And ADD_EVENT is not equal to join-notification. Though the member receives ADD_EVENT, if the member already received join-notification by MASTER_CHANGE_EVENT, join-notification is not fired.
For more detail analysis, I think you had better attach logs and your samples. :-)
