The spec doesn’t specify it. I think that properties which are not listed in the annotation should be serialized after properties which are listed in the annotation. If everybody agree I don’t see problems adding it to the Javadoc and the spec. In this case, the final submission will be delayed for a couple of days.

The wrong key lookup (fooBar vs foo_bar) was a bug since it is written in the spec but when a parameter is missing it doesn't say it should be considered after sorted parameter. That's what I meant. But yes, if all implementations converge on the same behavior it doesn't prevent a final I think, can be tackled in a MR.
