It’s contributed to our project and distributed under the same license as the API source code. I am thinking of actually pushing it to the API repo.
I would also recommend to mention Carla, her web site and twitter when distributing the logo. It’s always a good idea to credit authors at least somehow.

The logo is not an evil Duke as you may think. It has some ideas behind. JSONB is a Java project so Duke has to be on the logo because Java=Duke and Duke=Java. JSON Binding is often pronounced as Jason Binding. For some reason I associate Jason with a character from Friday 13th with the same name. The one wearing a hockey mask and holding a machete in his hand. This is why Duke is wearing a hockey mask. Instead of machete it holds a binding rope with a node. It represents a ‘binding’ part.
This is how we combined Java, JSON and binding in one awesome logo. J
