It is up to you to choose how to do it of course, but more commonly
you would have translation of documentation, not schema itself.
Element/attribute etc names are not much of documentation, even
thought it is convenient to choose somewhat intuitive names.
It's almost like writing multiple sets of source code, each with
translated variable and method names, for different locales.

So I am not questioning need for supporting international users, just
whether it makes sense to do it at such a low-level. In perfect world
no user is exposed to actual underlying XML.
