The team responsible for publishing Jersey on the GFv2 UC repository
is facing some technical issues, and that is why the Jersey package
has not been updated there.

Possibly. If you want, you could either bundle specific version of Jersey
jars you need with your application war file, or you can manually unzip [1]
to your GFv2 installation directory to get the 1.0.3 version of Jersey
installed there.
You might also try to work with a more recent version 1.1.0-ea of Jersey,
which once the UC repo issues get resolved, will appear on the GFv2 UC repository
(if nothing more advanced will get released in the meantime).
