Let me emphasize it once again: don't trust XMLSpy when it comes to
schema correctness check. AFAIK, it misses some of important errors in
your schema.


This is just one of those cases where XMLSpy misses errors. You are
"importing" another schema, which implies the the schema being imported
needs to govern a different namespace URI than the importing schema.

But in your example both schemas govern the same empty namespace.
