I guess so. At least that's how it's done in jaxb2 maven plugin and it makes
maven and ant usage close to each other - easier for users.

Since jaxb2 plugin is called maven-jaxb-plugin I think maven-jaxb1-plugin is better

No, it's not. Hyperjaxb2 is jaxb1/hibernate3, Hyperjaxb3 is jaxb2. BTW
Hyperjaxb3 is built with maven.
