No, one of the beauties of Subversion is that it no longer needs any
trick to get through firewall. It will go over the same HTTP proxy that
you use for browsers.

I use svn CLI and I do the rest from my IDE.

I generally had good experience with Tortoise CVS, so its SVN equivalent
