+1. I think we can define a single defaulting rule that reasonably
covers "common use case" (whatever that is.)

It would probably be good if we just take an existing defaulting rule
(whether that of addressing or that of MTOM --- I'm not familiar with
how different they are, though. I thought they both have annotation,
policy, and WebServiceFeature.)
