You need to use CVS to check out the 'mr-21' branch [3], which is the
latest source code for JAX-WS 2.1.

There are project files for NetBeans and IntelliJ but you can use what
ever IDE you like as building the source does not depend on any IDE,
just ant.

If you have ant installed you should just be able to type 'ant dist'
from the command line.
