I think the one in GF is just fine as the baseline, especially if that's
easy. We could still say "GF v9.1 has this new JAX-WS implementation,
which is ***% faster than before", and that "before" can validly refer
to the old JAX-WS in the GF v9.

Also, I don't believe there has been any performance improvements made
to the FCS branch. If anything, it should be getting worse as more bugs
are fixed. So I think it's a reasonable baseline.
