For performance reasons it would be useful for the StreamSOAPDecoder to
reuse a stream buffer.

What is the lifecycle of header and body information obtained from a
Message?

I presume it should only be within the scope of the Pipe line for
processing the inbound message and if scope is required beyond this then
it is necessary to copy/clone.
