IMO, it should not be final until at least a month after the final TCK.
The March drop of the TCK was very incomplete and if non-Jersey
implementors have challenges this becomes a bit problematic. Last TCK
drop was April 30, so you've basically given us 8 days to challenge
anything in the TCK.
