In the least, these methods do not belong in UriInfo. I suggest adding
build() like methods to UriBuilder:
URI relativize(URI uri, Object... params);
URI relativizeFromEncodedMap(URI base, ....);
etc.
URI resolve(URI uri, Object...);
etc.
