Doug,

However there won't be any JAX-RPC exceptions thrown, it will still send the
SOAP message over the wire, just with those seconds lost, right?

Yes, that is exactly my point. The xsd:dateTime schema does not allow for
seconds in the GMT offset. Thus those seconds will be lost.
