I am not using jax-rpc channel, but the solution approach might work .. for you
 
Generally, the client programs, sets the System.property for the Host url, where in before calling the target service API,
client can set the location attribute of the service being invoked..
So that the url parameter can be tunned as per the environment ..

Staging and production, How you can handle with same WSDL.
