When you look at the startup scripts for the Tomcat server, you'll see that
it takes only the .jar files from common\lib into it's classpath (same for
the targets.xml in jaxrpc\common).

Is it be possible? I was debugging for more than 4 days with an
exception about not loading oracle driver in jndi to get a connection
from a datasource in tomcat (webservices), and as far I can see, from a
rumor, I changed my oracle driver package file ( from zip
to jar and I solved the problem!!!

It's strange because times ago, not in a jaxrpc service, but in a
servlet (tomcat 3.2.1), I could load a oracle driver from a zip file...
Why can't I do it now?? Even a Class.forName() was throwing an
