Hello Volunteers,

Here is the proposed Public Review PDF. Here are the differences to the
20170114 revision.

* Bauke's changes on WebSocket from Saturday.

* Fixed the diagrams.

I'm still chasing down an
XSDDoc issue but the generated portion of the spec is otherwise ready as
well. That's at <http://jsf.java.net/docs/2.3/>.
