Hi Michael-

Thanks so much for your useful feedback. In the implementation, I believe
that we'll accommodate the configuration of the year via the use of the
"pattern" attribute. For example, in the NewDateTimeConverter class, I've
implemented the formatting using the DateTimeFormatter, which will simply
pass through the pattern that is specified and return the desired format.

Hope this helps answer your question. I will share the implementation with
the group for feedback once it is complete.
