Lamine,
The feature needs to better describe the advantages of making this a
normative part of the specification. Specifically, the the proposal
needs to address how making this a requirement has a significant
advantage over making it a recommended best practice. There is also the
issue that making this layout a requirement would make artifact layouts
that are currently valid, invalid.
