Hi Andy,
Actually I can't find anything about this in the spec either. However,
I can remember that it used to be in the application scoped in MyFaces
in 2.0.0-alpha, but this was changed to session scope before 2.0.0 was
released. And it did not cause any TCK issues either way.
Maybe the spec did change here, but I don't know!
