You are right,there some misunderstanding I made. So I read the proposal
again.The proposal says issues relating with multiple tenants will be the
point about cloud, resource share access, QoS, etc.

The IaaS API name caused some problem, IaaS Provider SPI for Java EE
Platform may be better to understand, it can help Java EE Server Provider
implement their product easily across different infrastructure provider. I
hope it will be part of specification in the future version, not this, Java
EE 7 I know.

No, we're not planning to do that.
Such an API might be useful to someone implementing a Java EE cloud
product, but a Java EE application wouldn't use them.
