Recently I coded up a proof of concept where a regularly installed JACC
provider uses CDI to obtain classes from the web application and delegate
responsibilities to that. On GlassFish/Payara at least this seems to work
pretty well.

This particular approach is not suited for the JACC spec itself I figure,
but it does demonstrate that having application specific authorization in
the application can make sense.
Following my poc using CDI, I'd figure a JACC native approach would not
have to be much different. Something along the lines of a
ServletContainerInitializer
or even ServletContextListener obtaining the PolicyConfigurationFactory and
then setting a Policy and/or PolicyConfiguration on it.
Those two instances are then taken to be local for the web application
matching the context ID for which they were set.
When the PolicyConfiguration for the context ID of the application has not
been obtained before things are simplest, and the first call to
PolicyConfigurationFactory#getPolicyConfiguration returns this local
instance. Otherwise the container removes the existing configuration and
restarts the life cycle (as JACC already has support for, e.g what happens
when Servlets are dynamically added).
When the global Policy is called, it checks with the factory if there's a
Policy installed for the current context ID and if so delegates to that.
While seemingly a big change, it's perhaps smaller than it seems like, as
JACC already has support for obtaining data that is local for an
application and act on that. Now it "only' has to add support for obtaining
code that is local for an application.
As for API changes I think only the following 4 methods would have to be
added:
PolicyConfigurationFactory#setPolicyConfiguration(String contextID,
PolicyConfiguration policyConfiguration)
PolicyConfigurationFactory#getPolicyConfiguration(String contextID)
PolicyConfigurationFactory#setPolicy(String contextID, Policy policy)
PolicyConfigurationFactory#getPolicy(String contextID)
The JACC spec would then have to be updated to take the above into account.
