I just restarted it. So it's up now.
There is a network issue at the hosting location where the wiki machine
lives. The owners are working on it, but don't yet have an ETA on a
fix. That may be part of the issue you've been seeing (though there
certainly could be something else going on also). I'm out on vacation
this week, but will take a closer look next week if it looks like there
are still issues.
