The error from Admin console seems to be related to permission to https. Is
the request somehow redirect to https in this case? Is there any custom
configuration in the server?

just a feedback:
I used 3.1.1 , 3.2.1 ( this required to change the admin passwd due https)
and 4.0 on slackware 1337 x86_64 with no problems.
