Not sure what's going on without your source, but it looks like this problem
is specific to struts, not Glassfish. I just googled on You must specify
exactly one of "forward", "href", "page" or "action" and have found lots of
hits, with various solutions. You might want to do the same. If you still
think this is an Glassfish issue, please file a jira issue with a test case,
and pinpoint specific areas/resons you think is a bug. Thanks.
