Refreshing the screen is not going to help since the system can't even load
the Admin Console app.
The first SEVERE error from your server log says:

followed by a lot of exceptions. This error was seen when UAC is enabled on
the system.
Do you have UAC enabled on your system ? If so, you need to disable it.
